What if there’s a reason there are so few non-white victors?
Maybe it’s because the Capitol is SUPER racist (as we see in the segregation of D11), and very few non-white people are able to get sponsors. And the wealthier districts have less “ethnic mixing” (because of the racism), so there are already less POCs to select in districts that are more likely to win.
So the fact that most of the Quell tributes are probably gonna be white would make sense. Kinda sorta.
Not that this explains every casting decision, but think about it.
